I would wait for B42 from Xilandro, its the biggest overhaul mod that has been in development for over 5 years from what I believe. Any overhaul mod that could replace Solid Project? Except Project Nevada. I happen to be one of many people who still have a.rar file with the mod.

This worked for them so its worth a shot. One person suggested moving Solid Project.esm so that it is directly under the Fallout NV dlcs. Other than that, I checked the comments section for Solid Project and quite a few people were having the same issue.
